Political elites-

This is a technical term used by political scientists and sociologists.

In any society where power is not distributed equally, a smaller number will have more power. These are the "elites." The rest are the "mass."   So when I talk about political elites, I am not talking about everyone in the area, nor am I condemning them since almost every community, and every state or province, or country has its elites.
